The mode bits determine the `run state' of the onboard machine. For the current board, there are only 3 states, with mode bit patterns for run, halt all, and pipeline reset, as shown here:
In addition, setting and resetting mode bit 4 represents a level-1 trigger. These 5 lines are static, so there are no timing considerations.
