I noted that there is great overlap between the personnel of E802, E859 etc. Working in a system where all units are 1, I plotted the experiment's progress versus year (solid points). Extrapolating to building 1008 (the Phenix experimental hall), one reaches the year 2004 (open circle), clearly too late. Simple interpolation back to 1999 leads to the estimate that Phenix should be about 80% ready on day 1 (open triangle).
