Define (and document) year-3 packet numbers

I usually do this myself. This job assigns packet numbers to each MCM. I try to assign the numbers so that they are simply related to the physical location (r,phi,z) of the MCM. This can involve some confusing mapping of the various cable connections in the system. The year-2 document describing the packet addresses is here. A document describing this addressing scheme must be written. This mapping is used in the offline software to translate the packet number to the physical location of the detector.
