Update online monitoring

We have and MVD online monitoring code and a lot of effort has gone into it. This is part of the PHENIX online monitoring. A few things must be done, for example update the code to include the new channels which will be added for year-3 running. There are other things that would make the code better, for example something to automatically send out a notice if something is wrong -- with a suggested solution. For instance, if all channels in some packet suddenly start sending overflow ("3FF") in all ADCs, it usually means that we need to reload the serial string for the packet. Sending out a notice which described the solution would be a huge improvement. If some MCM suddenly stops sending packets, the normal solution is to reload the FPGA code. Code which found the problem and described the solution would help a lot.

Eventually, we would also like to try some real analysis in the online monitor. Could we find the vertex position, for example?
