When you stop the flow, the LED should go off. When the led goes off, the voltage on the signal line should drop from 5V to 0V.

flow, and see if the LED on the back of the flow meter comes on. If it does
not come on, there is a small setscrew located behind a hole next to the LED.
You need a small flat screwdriver. Turn the screw counterclockwise (if you are
facing the back of the flowmeter) till the LED comes on.
