This workshop is one of an annual series organized under the auspices of the International Light-Cone Advisory Committee. It is co-sponsored by New Mexico State University and the Physics and Theoretical divisions at Los Alamos National Laboratory.

In view of the extraordinary wealth of very accurate measurements of dynamic properties of hadrons and nuclei presently being gathered in many laboratories in the US, Europe and Japan, this meeting will focus on the presentation and discussion of recent theoretical research in perturbative and nonperturbative QCD in these areas.
